Each step picks its offer, a cross-sell or an upsell.
Declined? The next step can suggest something else.
On the thank-you page, a code for the next order, created once when you publish, with an end date.

For your customers

One start per visit, three offers at most.
Each offer follows from what they just chose or declined.
Nothing is added to an order that is already paid.
